A hard constraint forces a hierarchy: one claim, the evidence, the decision it implies. Everything else goes, and choosing what goes is the thinking.
Why this matters: You get five minutes at the leadership meeting and the function is judged on them. HR loses credibility by presenting activity — surveys run, hires made — instead of consequence.
